The Aeolus philosophy for site investigation is to do only what is necessary to support required decisions but to assure that whatever is done is technically sound so that the chance of reaching an incorrect and potentially costly conclusion is minimized. Thus, Aeolus places great emphasis on careful planning and study design.
To facilitate cost-efficient but effective design of a study, Aeolus applies the principles of the Data Quality Objectives (DQO) process. This is an EPA planning tool that facilitates careful matching of the type and quality of data to the detailed manner in which such data are to be evaluated so that decision errors can be minimized and data needs can be specified sufficiently (up-front) to support efficient investigation design. Only data that are both necessary and sufficient to support required decisions (within pre-established error limits) are incorporated for collection as part of an investigation. Moreover, based on results of studies that Aeolus has conducted and published over the years, careful selection of the statistical tools used for data evaluation is also emphasized because misapplication of statistical tools is one of the major causes of costly decision errors. Unfortunately, decisions concerning the need for multi-million dollar cleanups have sometimes been based on faulty conclusions from improper data collection and analysis.
Risk assessment ultimately forms the basis for decision making at most hazardous waste sites and other sites at which workers or residents are potentially exposed to natural or manmade toxins. Therefore, combined with our unique expertise in risk assessment, Aeolus offers an integrated approach to investigation design, management/oversight, data evaluation, and decision formulation that will minimize costly errors while assuring protection of public health.
