The goal of design is to assure that all data generated during an investigation are both necessary and sufficient for their intended use (no more, no less).  Moreover, the intended uses of all data need to be tied directly to the support of site-required decisions.  Thus, efficiency is optimized by eliminating anything superfluous or redundant.
